As a cyclist it is clear that there have been works undertaken in relation to the creation of a new cycle lane amendment involving curbs involving the above bus stop leading from Balham Station to Tooting Bec Station. I would like to request the following from you in relation to the above bus stop on Balham High Street : - Can you outline details and photos of all works conducted in relation to the above bus-stop / and cycle lane / project involving the area in lead up to the bus-stop prior to 11th August 2020 up to 1 year previous - Can you provide details of any risk assessments that were conducted in relation to the works and details of any consultations you have conducted with cyclists. - Can you provide details and photos of all works conducted in relation to the above bus-stop after the 11th August 2020 to present (23rd August 2020) - Can you provide details of any works still to be completed on the above bus-stop / amendment / cycle lane. Thank you for your request received by Transport for London (TfL) on 23 August 2020 asking for information about works to a bus stop leading from Balham Station to Tooting Bec Station (‘Du Cane Court’).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.  You asked:

I would like to request the following from you in relation to the above bus stop on Balham High Street:

  • Can you outline details and photos of all works conducted in relation to the above bus-stop / and cycle lane / project involving the area in lead up to the bus-stop prior to 11th August 2020 up to 1 year previous

  • Can you provide details of any works still to be completed on the above bus-stop / amendment / cycle lane.

  1. There have been no works undertaken to this bus stop up to 1 year before 11th August.
  2. The temporary measures we have introduced to the A24 between Balham and Colliers Wood are part of an emergency response to the coronavirus emergency – there was no prior public consultation to enable the works to be implemented urgently. We wrote to 23,780 properties in the vicinity to explain what temporary changes we would be making, and why.  Please see a copy of the letter sent attached.  Since August 2020 works have been undertaken at the bus stop and cycle lanes. As part of the design process, the designs were reviewed by our Engineering Assurance Group (EAG) and were approved by EAG before being signed off for detailed design. EAG consists of specialists from Traffic Engineering, Highways Engineering, Traffic Control Engineering and Road Safety Engineering. The Road Safety Engineering checks were carried out by an accredited TfL Road Safety Auditor.  At detailed design stage, a full stage 2 Road Safety Audit (RSA) was carried out prior to construction commencing on site. The RSA process has changed since COVID and there is no separate document for the RSA – this takes the form of an email exchange between the engineers – please see attached ‘CS7 Balham RSA 2’ and the CS& Balham EAG Road Safety Checks documents which refer.  We have also attached a further document entitled ‘Designers Health and Safety Risk Assessment’ which is a risk register for the works/project undertaken on CS7 as a whole but which also refers in part to this particular scheme.
  3. Please see attached photographs. The works carried out were the building of a bus stop island and the relocation of the bus stop sign onto the island.
  4. All the works have been completed.

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

The impact of current circumstances on TfL’s resources means we are not able to answer FOI requests readily and we ask that you please do not make a request to us at present.
