Thank you for your email received by us on 12 July 2017 asking for information about the New West End Company (NEWC) and Transport For London (TfL).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked for the following:

Please could you provide details of funds allocated to the New West End Company including the amount and purpose.

Following a successful bid to our Future Streets Incubator fund last February, TfL contributed £180,000 to the New West End Company’s Bird Street project. No other funding has been allocated to NEWC by TfL. The purpose was to measure footfall, dwell time, air quality and commercial revenue. All four of these measurements are key strategic objectives of the New West End Company, as mentioned in the attached evaluation strategy document.

The objective measures that will be used by TFL evaluate the success/failure/effectiveness of the schemes administered or managed by the New West End Company. In particular but not limited the scheme on Bird Street, London W1U 1BU.

As a condition of the funding for Future Streets Incubator fund projects, recipients were required to provide an evaluation strategy setting out how they proposed to measure and evaluate the success of the individual project. Please find attached the agreed evaluation strategy for the NEWC’s Bird Street project.

Evaluation strategies differ for each type of funded project and depends on the type of trial. Typically they usually include before and after user perception surveys, footfall counts, and a Healthy Street audit.
