Specifically, my query relates to Hanger Lane, (North Circular) from the junction with Madeley Road to the junction with Woodville Gardens. Please can you send me: 1) A copy of your current road maintenance policy relating to that road. Please send me the full policy, but this should include details of the intended frequency of road safety inspections, how these inspections should be conducted and the maximum time between identification of a defect and repairs being carried out. 2) A copy of the road repair history for that road over the past year. Again, please send me the full road repair history, but this should include: - dates of all safety inspections between 10thJanuary to 10th March - details of how safety inspections were undertaken (walked or driven, speed of inspection vehicle etc) - details of all carriageway defects identified, with description, date and time - details of how the authority handled these defects, what repairs were undertaken and the time between the identification of each defect and a repair being carried out.

Thank you for your request received by Transport for London (TfL) on 25 June 2018 asking for information about Hanger Lane, (North Circular) from the junction with Madeley Road to the junction with Woodville Gardens.

Your request has been processed in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you requested. You asked:

Please can you send me:

1)A copy of your current road maintenance policy relating to that road. Please send me the full policy, but this should include details of the intended frequency of road safety inspections, how these inspections should be conducted and the maximum time between identification of a defect and repairs being carried out.

Please find attached the Well Maintained Highways policy– the relevant parts related to pot holes are nos. 8, 9 and 10.

This is a 30mph road and is inspected once a month. Safety inspections are carried out on foot by suitably trained person.

2) A copy of the road repair history for that road over the past year. Again, please send me the full road repair history, but this should include:

- dates of all safety inspections between 10thJanuary  to 10th March - details of how safety inspections were undertaken (walked or driven, speed of inspection vehicle etc)

- details of all carriageway defects identified, with description, date and time

- details of how the authority handled these defects, what repairs were undertaken and the time between the identification of each defect and a repair being carried out.

Please find attached spreadsheets with defects recorded within the period requested with repair dates. It shows repairs undertaken and the time taken in addition to the safety inspection dates. It should be noted that a safety inspection was undertaken in early January.

The defect intervention criteria adopted in relation to the identification of all categories of carriageway potholes

Carriageway potholes are classified as follows:

  • pothole/ spalling investigatory level - 20mm depth.

     

  • crowning investigatory level - 50mm (area as NRSWA Code of Practice).

     

  • depression investigatory level - 50mm (area 2 sq.m).

     

  • rutting investigatory level - 20mm.

     

  • gap/crack investigatory level - 20mm depth (20mm wide).

     

  • sunken ironwork investigatory level - 20mm level difference.

     

  • oil/diesel spillage investigatory level - 300mm dia area.

The time period(s) adopted between identification and repair (temporary and permanent) of all categories of carriageway defects

Category of defect Response

  • Cat 1(ECO*) - Attend and take appropriate action within 1 hour (for defects affecting the Strategic Route Network) or within 2 hours (for all other parts of the Affected Property).

     

  • Cat 1 - Make safe or complete temporary or permanent repair within 24 hours.

     

  • Cat 2H - Complete permanent repair within 7 calendar days.

     

  • Cat 2M - Complete permanent repair within 28 calendar days.

     

  • Cat 2L - No response required.
