Thank you for your request received by Transport for London (TfL) on 25 June 2018 asking for information about the Low Emission Zone (LEZ).

 Your request has been processed in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you requested. You asked:

According to your “CC and LEZ Key Factsheet” the compliance rate is about 97% in (Phase 4) LEZ. What is Phase 4 of the LEZ referring to?

Does the 97% compliance score include vehicles that have paid the daily charge or just vehicles in compliance with the emission regulations in the LEZ?

How many PCN's were issued in the LEZ in 2017?

The Low Emission Zone has been introduced in phases with different vehicle types being required to meet different emission standards.

Phase three and phase four of the LEZ were introduced on 4 January 2012.

Phase three means that larger vans and minibuses and other specialist vehicles have to meet the Euro III standard for Particulate Matter to drive within the LEZ without payment.

Phase four means that coaches, lorries and other specialist heavy vehicles have to meet a Euro IV standard for Particulate Matter to drive within the LEZ without payment.  

The 97% compliance rate indicates that 97% of phase four vehicles (coaches, lorries and specialist heavy vehicles) being driven in the zone meet the required standards.

A total of 34,495 LEZ PCNs were issued between 1 January and 31 December 2017. This is for both phase three and phase four vehicles.
