Update on Cycleway 4 Lower Road section

I would like to request for the information regarding to the updates of Cycleway 4 Lower Road section. I am aware that from previous FOI, this section of Cycleway is in the status of "Awaiting Construction Programme". Is the project fully funded? What was blocking the construction from starting? What is the detailed layout design for this section of Cycleway 4?

Thank you for your request received by Transport for London (TfL) on 10th July 2022 asking for information about the Cycleway 4 Lower Road section.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold some of the information you require. Note that C4 Lower Road is a scheme that the London Borough of Southwark is planning to build on TfL’s behalf. With that in mind, your questions are answered in turn below to the extent that we can:

Question 1) Is the project fully funded?

Answer: No, the project is not yet fully funded. At present funding has only been secured to complete the design work and to enable construction for part of the route.

Question 2) What was blocking the construction from starting?

Answer: Detailed design work is still ongoing and the construction management plans are still being developed by the London Borough of Southwark. Subject to these being approved and the outstanding funding being secured, we would then be in a position to start works.

Question 3) What is the detailed layout design for this section of Cycleway 4?

Answer: TfL does not hold the latest design for the scheme. I would suggest you re-direct the request to the London Borough of Southwark. FOI requests to Southwark can be made via its website here:
