You asked

I would like the following information under The Freedom of Information Act 2000 regarding the Heathrow Terminal Drop Off Charge of £5 per visit to be introduced in October 2021. All documents appertaining to the exemptions that will apply to the class of vehicles not eligible to pay the £5 charge. Documents including but not limited to emails, meeting notes, policy documents and any meeting notes with Transport for London that reference exemptions for TFL buses.

Thank you for your requests regarding the Heathrow Terminal Drop Off Charge.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

Heathrow has informed Transport for London (TfL) that it intends to introduce a Terminal Drop-Off Charge across all of its terminal forecourts from autumn 2021. It has confirmed that taxis (black cabs) licensed by TfL will have a 100% discount until April 2022, to allow TfL to conduct a public consultation and for any adjustment to meter charges.

Heathrow will share the registration process for this exemption ahead of the scheme’s launch.

Please find attached the requested correspondence. In accordance with our obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the UK General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
