Thank you for your email received by us on 11 July 2017 asking for information about appeals made against a Penalty Charge Notice (PCN) for driving in a bus lane.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require.
• How many representations against a PCN for driving in a bus lane have been made under 1.15 of Appendix 09 of the Business Rules (tfl_scp_000555) as they apply to the Enforcement Operations Agreement Schedule 2?
• How many of those representations have been successful.
• When the Service Provider is the London Borough of Camden, how many such representations have been successful.
I can advise that we do not record the reason why representations are made and therefore do not hold this information. We do record the reason why a representation is accepted or rejected, however none of those reasons refer to the distance travelled in the bus lane. Since non-permitted vehicles are not allowed to enter a bus lane during its hours of operation, any decision to cancel a PCN due to the distance travelled is made at our discretion.
• Copies of any additional guidance provided to Service Providers with regard to representations against a PCN where the representation is that the distance travelled in the bus lane was less than 20 metres.
