You asked

Please can you provide full details of the timetables for Revenue Protection Inspectors locations for the next 12 months. I would like details of all trains/trams/buses/etc they are planned to be on (the time of the service and where they will board and alight) and also stations and stops they are planned to be at (the times they will be there and the exact location they will be at). Also for each inspection please also let me know how many RPIs will be there and whether or not they will be working with the Police who will also be with them. I am requesting this information in regards to London Underground, London Overground, TFL Rail, Docklands Light Railway, Croydon Tram, Cable Car, Buses, and anything else you run. If you don't have details for the entire 12 months then just provide me with as far in advance as you have.

Thank you for your request received on 27 June 2018 asking for information about the future location of Revenue Protection Inspectors (RPIs) on our network.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. We do hold the information you require.

In accordance with the FOI Act, we are not obliged to supply the future locations of RPIs as this information is subject to a statutory exemption to the right of access to information under section 31(1)(b) and Section 31(1)(g), which exempt from disclosure information which would, or would be likely to prejudice the apprehension or prosecution of offenders or the exercise of functions for the purpose of ascertaining whether any person has failed to comply with the law.

In this instance the exemption has been applied as providing the information you have asked for would in effect disclose a list of the locations where we plan to check whether customers have purchased the correct ticket. The purpose of random ticket checks is to ensure customers continue to purchase the correct ticket and to deter knowing fare evaders from using the network.

Disclosing information which reveals the location of where our RPIs will be deployed would mean knowing fare evaders could avoid these locations, which would adversely affect our inspection activity and impact on our Network Management duties.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, but in this instance feel that balance lies in favour of withholding the information to ensure that we are able to carry out our inspection activity and to continue to discourage fare evaders from using our network.
