Please supply all written policy documents that Transport for London use when determining the scope and extent of public consultations, and any other written guidance used by your department when planning consultations. In addition please provide the following information under the FOI Act in respect of the proposals for “Safe Speeds for Central London”: a) the cost of implementation of each Phase of the proposal; b) any cost/benefit analysis that has been undertaken.

Thank you for your request received on 24 June 2019 asking for information about consultations and the 'Safe Speeds for Central London' proposals.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:

Please supply all written policy documents that Transport for London use when determining the scope and extent of public consultations, and any other written guidance used by your department when planning consultations.

Please find attached the following documents:

Please provide the following information under the FOI Act in respect of the proposals for “Safe Speeds for Central London”:

a) the cost of implementation of each Phase of the proposal
b) any cost/benefit analysis that has been undertaken

Lower speeds for central London are vital to protect people walking, cycling and riding motorcycles. The faster a vehicle is going, the more likely a collision will occur and the higher the chance of death or more severe injuries occurring. Cutting speeds from 30mph to 20mph is expected to significantly reduce the likelihood of death and serious injury. If someone walking is hit by a vehicle at 20mph, they are five times less likely to be killed than if they were hit at 30mph.

In accordance with the FOI Act, we are not obliged to supply the cost of implementation and benefit-cost ratio analysis you have requested as it is subject to a statutory exemption to the right of access to information, under Section 22 of the Act.

In this instance the exemption has been applied as the information you have requested is intended for future publication. The analysis has not yet been finalised as the design continues to evolve. Once the design is complete the analysis will be finalised, this will take into account the feedback we received from the public consultation. We intend to publish the analysis prior to implementation, this is expected to commence at the end of 2019.

This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.
