Thank you for your email of 23rd June 2019 asking for information about TfL contracts.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

You asked:

I would like you to provide the following information:

Details of all contracts agreed, the company, agreed contract cost and eventual cost.

Details of any contract that which overran.

Details of any delays in the completion date for the project.

I can confirm that we hold the information you require. However, to provide it would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, and then locating, retrieving or extracting it from other information, would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described – equivalent to 18 hours work.

There is no easy way for TfL to locate the information you have requested. TfL currently has over 1800 contracts on our contracts register - which can be found online here (showing details of all contracts worth over £5000):

While the register provides some of the information you have requested, to provide the remainder would require us to review the details of each individual such contract, which we do not believe is achievable within the 18 hour limit given the overall numbers involved.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing or reframing its scope so that we can more easily locate, retrieve and extract the information you are seeking, taking into account the information already published online as referenced above.
