Thank you for your request received by Transport for London (TfL) on 7 July 2022 asking for information about the Low Emission Zone (LEZ).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked: Since the Low Emission Zone (LEZ) came in to force please render me with the annual income from this charge up to end of June 2022. Also, Since the Low Emission Zone (LEZ) came in to force please render me with the amount of fines/PCNs issues to all vehicles up to end of June 2022.

We publish information about income and expenditure in our Annual Reports and Statements of Accounts which can found on our website at https://tfl.gov.uk/corporate/publications-and-reports/annual-report and which, since 2019/20, has included LEZ as a separate source of income.

In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.

Annual income relating to the current financial year will be published in our next Annual Report. As explained in the Reports, we reinvest every penny of our income to continually improve transport in the Capital.

Net LEZ income from the start of the scheme in 2008 until 31 March 2019 is shown in the table below.

Since the start of the scheme until 30 June 2022, we have issued 449,791 LEZ PCNs.

Please note following a publication consultation the LEZ standards were tightened. As of 1 March 2021 HGVs, heavy vans, buses/minibuses and coaches weighing over 3.5 tonnes were required to meet the Euro VI standard for PM to drive within the zone without payment. As this brought the LEZ standards up to the same level as the ULEZ standards this meant that these vehicles were now only effected by LEZ and not the ULEZ.
