Roadworks at Tolworth Roundabout I would like to see these monitoring reports and wondered if you could share them with me,

Thank you for your request which we received on 14 June 2023, asking for monitoring reports of the improvement works at Tolworth Roundabout.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. 

Unfortunately, we do not the information you require. We do not produce formal monitoring reports as such but as part of the monitoring of the ongoing scheme on the roundabout, whenever traffic management changes are implemented, signal timings are reviewed during all periods to ensure that optimal signal timings are in place to satisfy network objectives. Primarily to ensure that the roundabout does not lock up, but also to ensure that bus and general traffic delay are kept to a minimum.  We continue to monitor for several days following traffic management changes to ensure traffic levels have settled down and that no further adjustments are required. 

The points you made regarding temporary signage around the roundabout have been noted. We have changed the traffic management layout from 26 June 2023 which should lessen the impact on Tolworth Roundabout as the works complete on the southbound side and move across to the northbound side of the A240 Kingston Road. 

Please note, TfL has a 24/7 Network Management Control Centre that is constantly looking at the network reviewing bus performance using a real time monitoring system. Any delays highlighted by this will be investigated and appropriate signal timing strategies implemented to mitigate delays as much as possible. 

In relation to bus stops, it was necessary to close the bus stop on the southbound side of Kingston Road during the first phase of works.  It is, therefore, important to keep other bus stops open around the roundabout wherever possible to minimise the disruption to bus passengers.   

The works were planned to be undertaken in phases to lessen the disruption to the local area. The consequence of adopting a phased approach to the works is that the overall programme of works is extended and will take around 10 months to complete. The works are not insignificant with a new traffic lane created on the Kingston Road approach to the roundabout, utility diversions, new footways and lighting, structural works, carriageway surfacing & landscaping which it is hoped will significantly improve the local area.  
 
There is a good presence of workman on site. Our contractor has a workforce of around 15 personnel on site on a daily basis and the work is currently being delivered to programme. TfL like any other organisation at this time has financial constraints and must ensure that project costs are minimised where possible. Accelerating the works or increasing the number of shifts would lead to increased costs and this is not being considered at this time.
