Thank you for your email received by Transport for London (TfL) on 24 June 2019.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we do hold the information you require. You asked:

Does TfL have a list of the various radio modes and channels that used to be in use on the driverside radio panels on the 1992 stock and 1996 stock pre connect radio.

92TS used a Bosch radio, but it worked the same as the other radios on the network, there was a line channel and a depot channel at each of the depots; Hainault, Ruislip and White City. They operated in the VHF band 165/170 Mhz.

Train control panel (ACCP) was modified at the introduction of the Connect radio. Know as the Auxiliary Control Panel. The panel contained  Mayday, train radio and radio channel buttons, depot, line and busy indicators which were removed.

96TS used a Bosch radio, but it worked the same as the other radios on the network, there was a line channel and a depot channel at each of the depots, Neasden and Stratford Market. They operated in the VHF band 165/170 Mhz. There was also an IM (Incident management) channel also operating in the same VHF band.

Audio Communications Control Panel (ACCP) was modified with the installation of the Connect Train Mobile. The panel contained  Mayday, radio test, train radio and radio channel buttons, depot, line and busy indicators which were removed.

However, in accordance with the FOI Act, we are not obliged to supply this information as it is subject to a statutory exemption to the right of access to information under section 38(1)(b) of the Act. Whilst we make no suggestion that you would use the information for anything other than your own personal interest, disclosure of this information to you has to be regarded as a disclosure to ‘the public at large’ and in this instance the exemption has been applied as disclosure of the information requested would be likely to adversely affect the safety and security of TfL employees and members of the general public.

This information could be obtained and utilised by individuals who may wish to use it to cause disruption or harm to the London Underground network. The information you require is contained in documents that contain a lot of technical information about the operation of the Jubilee and Central line trains. This technical information could enable a lay person to enter a Central or Jubilee line driver’s cab and use any information within the documents to start the train, operate it or interfere with any of the safety equipment / measures that are built into the train systems.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, but in this instance the public interest in applying the exemption, in order to minimise risks to operational resilience, safe operation of the London Underground network and the wellbeing of staff and members of the general public, outweighs the public interest in disclosure.
