Thank you for your request received on 26 July 2021 asking for information about the most recent TfL pay review.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:

1.         Please state the date of the most recent pay review at TfL eg 1 April 2021 (or 1 April 2020, if the 2021 review is not yet concluded) and the period covered (eg 12 months).

Further to the Pay for Performance (PfP) 2020 update we gave on 6 August outlining our full and final offer made to our unions, I can confirm that of those unions that responded to the offer, all have accepted it. This means that we will now move ahead with implementation of the pay award.

To confirm the 2020 pay award is a base pay budget of 2% to be allocated as per the published matrices. Also, a performance award budget of 2.25% has been made available by TfL to be distributed as per the published matrix (payband 2 and 3 employees).

How much will I receive?

The amount you’ll get will depend on your performance rating and, for base pay, where your salary is in the pay range.

What happens next?

It is our intention to make payment of any adjustments to eligible employees in the November payroll, including backdated pay to 1 April 2020.

From mid-October line managers will receive PfP letters to distribute to their eligible direct reports showing personal outcomes.

The Government announced in November 2020 that it has paused headline pay awards across the public sector. The Government expects us to freeze pay in line with this public sector pay pause while TfL is in receipt of Government funding. Any bonus pay awards will not be paid for through extraordinary Government funding and TfL will have to demonstrate prudence in making any such payments. The Government does not expect TfL to authorise individual bonus pay awards. Existing pay settlements that were reached earlier are not affected and will be honoured.

Please note that the communications above does not currently apply for the pay for performance framework as it is a union negotiated framework where discussions are still pending.

Pay for Performance (PfP) is TfL’s pay framework which cover employees in paybands 1, 2 and 3. For payband 1 employees, PfP provides a single, consistent pay award as long as a minimum standard of performance is achieved. For payband 2 and 3 employees, PfP provides a way to distribute base pay increases using a matrix linked to individual performance and where pay is set against the market. It also provides a non-consolidated performance award to recognise individual performance. The budget for base pay in 2020 was 2% of the relevant paybill and for performance awards was 2.25%

The Senior Manager Reward Framework (SMRF) is TfL’s performance based  pay  framework for Senior Managers. Any base pay increases are discretionary and are not performance linked. The  framework also rewards individual contribution on an annual basis using a non-consolidated performance award element based on business and individual performance. In 2021 there was no base pay budget for SMRF or performance awards paid.

8.         Please state the overall paybill increase as a result of the most recent pay review at TfL expressed as a percentage of the paybill.

No adjustments have been made to the TfL terms and conditions and or entitlements as a result of the most recent TfL Pay Review.

The Chief People Officer, Tricia Wright, oversees the annual pay review.

In accordance with our obligations under Data Protection legislation we have not provided her contact details, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the UK General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
