I would like to ask for statistics for the last 5 years showing the number of people caught travelling without a valid ticket, with a breakdown per ethnicity and further breakdown showing the % of these incidents that has resulted in fines or prosecution proceedings. For all cases where the fine WAS issued or where the offence has NOT led to a fine nor the prosecution I would like to know on what mitigating grounds these decisions were based. I am interested in data for Tube, Overground, DLR, TfL Rail, and Buses.

Unfortunately we do not hold the information you have requested. We only record information on those that are issued with a penalty fare. We don’t know the amount of people caught without a ticket that were not issued a penalty fare/ prosecuted.
