Fines and Prosecutions per Ethnic Groups

I would like to ask for statistics for the last 5 years showing the number of people caught travelling without a valid ticket, with a breakdown per ethnicity and further breakdown showing the % of these incidents that has resulted in fines or prosecution proceedings. For all cases where the fine WAS issued or where the offence has NOT led to a fine nor the prosecution I would like to know on what mitigating grounds these decisions were based.
I am interested in data for Tube, Overground, DLR, TfL Rail, and Buses.

Thank you for your email which we received on 21 June 2019 asking for information about penalty fares and prosecutions.
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. You asked:

Unfortunately we do not hold the information you have requested. We only record information on those that are issued with a penalty fare. We don’t know the amount of people caught without a ticket that were not issued a penalty fare/ prosecuted.
