Please tell me the earliest & latest times (to the second) during each of the years to 31 March 2015, 2016, 2017, 2018 & 2019 that a PCN was issued (ignoring zero value warning PCNs) for entering the congestion zone during the hours of operation and provide the date on each occasion. Just to be clear you should provide me with a list of 5 dates and times for each of the first and last PCNs issued.

The tables below detail the earliest and the latest times and how many PCNs we issued for non-payment of the Congestion Charge for each of the last four full financial years. We have not provided individual dates due to the volume of PCNs issued at the same time per year. If you do require a list of all the relevant dates, please let us know and we will be happy to provide this.
