I would like the following 3 figures please:
1. Number of people issued with penalty notice for encroaching the London congestion zone in the year 2021
2. How many of the above appealed the penalty
3. How many of the ones who appealed, gave a reason that they weren't aware that they had entered the congestion zone as there weren't any obvious signs or display to do so?
