Confirm if TfL or their representatives have the authority and ability to alter the phasing of traffic lights throughout the expanded ULEZ zone. If so please tell me the dates on which changes were made since the new ULEZ cameras have been installed in the proposed expanded zone.

Thank you for your request which we received on 9 June 2023, asking for information about traffic light phasing in the ULEZ zone.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.
As part of the expansion of ULEZ, TfL have not made any changes to traffic signal timings as our highway modelling has indicated there is very limited impact as a result of this expansion. Most of our signals operate using dynamic control (called SCOOT) which means they adjust green time to vehicle demand from detectors on the road.
We review the operation of circa 1200 signals each year as part of our signal timing review program. The signal locations are chosen using performance data to indicate where improvements could be made for those walking, cycling or travelling on the bus. We also work closely with stakeholders, such as boroughs who feed into the programme to further identify locations that could benefit from a review.
If there are traffic signals you feel are not operating optimally, please respond and confirm their location and we will ask our teams to investigate any issues.
