You asked

Dear Sirs, I would like to make the following Freedom of Information Request under Environmental Information Regulations 2004. How many car club vehicles are operating within the GLA boundary? Such as Zipcar, Ubeeqo and DriveNow. How are they broken down by % with regard to propulsion - diesel, petrol, BEV (Battery Electric Vehicle - 100% electric) or hybrid? I have observed several of these short term hire vehicles driven at excessive speed and in some cases dangerously. What % of the car club vehicles are fitted with telematics to record how the vehicles are being driven? These vehicles are adding to London's air quality problems if they are not 100% electric. By what date will the GLA require all car club vehicles to be 100% electric? Please acknowledge receipt of this request.

Thank you for your request received by us on 19 June 2019 asking for information about car club vehicles operating in London.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. You asked for:

How many car club vehicles are operating within the GLA boundary?

Such as Zipcar, Ubeeqo and DriveNow.

How are they broken down by % with regard to propulsion - diesel, petrol, BEV (Battery Electric Vehicle - 100% electric) or hybrid?

I have observed several of these short term hire vehicles driven at excessive speed and in some cases dangerously.

By what date will the GLA require all car club vehicles to be 100% electric?

Whilst Transport for London does not regulate or license car clubs, we can advise that some car clubs are running promotions involving vehicles that meet the Ultra Low Emission Zone standards in order to support the Mayor's efforts to clean up London's toxic air. We do not hold information on the percentage of car club vehicles that are fitted with telematics, nor their propulsion. However, you may wish to see the CoMoUK website (previously known as Car Plus) for details of the size of the car club sector in London, their fleet emissions and fuel profile. We can advise that their report for 2017/18 is awaiting approval from London Councils, a cross-party organisation representing all of the capital’s boroughs.  We understand that this report shows a further improvement in the types of vehicles used by car clubs, with a reduction in diesel and an increase in electric cars in circulation, all of which are ULEZ compliant.

Although speeding offences are enforced by the Metropolitan Police rather than TfL, concerns about speeding and other road offences can be reported to the Metropolitan Police using the Roadsafe London website here: beta.met.police.uk/report/report-a-road-traffic-incident

The Mayor wants the capital to have the best air quality of any major world City and has the target for London’s entire transport system to be zero emission by 2050, as explained in his London Environment Strategy at: https://www.london.gov.uk/what-we-do/environment/london-environment-strategy
