You asked

I am referring to the Beech Street "zero emission" scheme by the City of London. This was notified to you in a Traffic Management Act notification under reference number N1903147. My requests are: a) I would like to know on what date the City of London was notified that you had no objection. b) I would like to see a copy of any notifications/approvals sent to the City of London. c) I would like to know why this scheme was not subjected to the Model Auditing Process which I understand is mandatory in cases where a scheme affects the strategic road network. Thank you for your request received by Transport for London (TfL) on 13 August 2020 asking for information about the Beech Street "zero emission" scheme by the City of London.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.  I can confirm that we hold the information you require.  You asked: a) I would like to know on what date the City of London was notified that you had no objection. b) I would like to see a copy of any notifications/approvals sent to the City of London. c) I would like to know why this scheme was not subjected to the Model Auditing Process which I understand is mandatory in cases where a scheme affects the strategic road network

In relation to points a) and b), the decision for the scheme was made on 20/12/19 and the decision letter is attached.

Please note that in accordance with TfL’s obligations under the Data Protection legislation some personal data has been removed, as required by Regulation 13 of the Environmental Information Regulations. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of the legislation, which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 which would make the processing ‘fair’.

In relation to point c),  after conducting a high level strategic assessment, we were satisfied that the re-assignment of traffic onto the SRN was very minor and detailed local modelling under the MAP process was therefore not required.

Local modelling was however carried out by the City of London to assess impacts on the BRN and for engagement with neighbouring LB Islington; Aldersgate and London Wall (BRN section - CoL) and Old Street (BRN – LBI). This was included in their submission. A detailed monitoring strategy was also agreed as part of the approvals including an area of concern raised by LB Camden. TfL believes that the re-assignment in this area of concern is a result of model noise.
