1. How many drivers have been charged / invoiced for driving into the congestion zone area of London for all years since Congestion Zone charging came into force. 2. How many drivers that were charge / invoiced for driving into the congestion zone area of London failed to pay the Congestion Zone charge within the time permitted. Again, for all years since the Congestion Zone charging came into force. 3. A breakdown of the geographical location (registered keeper of the vehicle location) of all drivers that were charged / invoiced for driving into the congestion zone charging area of London for all years since Congestion Zone charging came into force. 4. A breakdown of the geographical location (registered keeper of the vehicle location) of all drivers who failed to pay the congestion zone charge for all years since Congestion Zone charging came into force. 5. How many drivers paid the reduced penalty charge within the discounted period for all the years since Congestion Zone charging came into force. 6. How many drivers paid the full penalty charge amount having missed the deadline for the reduced payment for all the years since Congestion Zone charging came into force. 7. How many drivers were taken to court over non payment of the Congestion Zone charge and of this number of people, how many drivers were successful in having the Penalty Charge vacated / cancelled. 8. What is the average amount drivers have ended up paying as a consequence of proceedings being brought against them by TFL for non payment of the Congestion Zone charge ? I would also be grateful for a breakdown relating to how much the Congestion Zone charge is, how soon it needs to be paid after entering the congestion zone charging area before the penalty charge is added, how much the penalty charge, what the reduced penalty charge amount is and the reduced penalty charge

Thank you for your request received by Transport for London (TfL) on 25 June 2018 asking for information about Congestion Charging.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.

I can confirm that we do hold the information you require. However, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to answer your request would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.

You have asked for a variety of information, since the Congestion Charge was introduced in 2003, much of which is not held in a way which we could readily answer your questions.

To help bring the cost of responding to your requests within the £450 limit, you may wish to consider refining your requests to concentrate on matters which are important to you.

Although your request can take the form of a question, rather than a request for specific documents, TfL does not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request. If you have specific questions relating to these topics we may be more easily able to respond to these than to a request for any information held.
