Thank you for your email received by Transport for London (TfL) on 17 June 2019, asking about ULEZ penalty charge notices(PCNs).
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked for:
For penalties issued since the introduction of the scheme, could you please provide the total number of PCN's issued, and break down which UK county they are from as a percentage of the total.
From its introduction on 8 April 2019, the total number of PCNs issued for non-payment of the ULEZ daily charge is 100,349. The data is correct up to 26 June.
We are unable to break it down by UK county as we don’t hold this information. It’s all dependant on how each individual vehicle is recorded with the DVLA by the registered keeper, some have incomplete addresses for example.
If this is not the information you are looking for, or if you are unable to access it for some reason, please do not hesitate to contact me.
Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.
