Confirmation of design and construction costs for proposed Rotherhithe/Canary Wharf Bridge

Regarding the proposed new crossing between Rotherhithe and Canary Wharf please provide a detailed breakdown of all the costs incurred for procuring and developing the bridge design to date together with a copy of the full Cost Plan being used for the Value Engineering exercise to keep the project within TfL’s budget of £330m. Please confirm receipt of this request.

Thank you for your request received on 17 June 2019 asking for information about the cost of the proposed Rotherhithe to Canary Wharf Crossing.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we do hold the information you require.

The total cost of the Rotherhithe to Canary Wharf Crossing, as at 25 May 2019 is £13m. This is based on TfL’s financial reporting period 2 (2019/20) which is the most up to date information we hold.

In accordance with the EIR we are not obliged to supply the full cost plan you have requested as it is subject to a statutory exemption to the right of access to information under regulation 12(5)(e). This is because disclosure of the information you have requested is likely to prejudice our commercial interests.

The full cost plan contains our capital and maintenance costs assumptions. Releasing the information would limit our ability to negotiate with land owners and contractors, and potentially prevent us securing the best value where a preferred option is implemented.

The use of this exception is subject to an assessment of the public interest in relation to the disclosure of the information concerned. Whilst we recognise the need for openness and transparency by public authorities, particularly around major projects, we feel that there is a greater public interest in ensuring that our commercial interests are protected to ensure that we continue to be able to obtain best value for money in ongoing and future projects.
