Afternoon
I am making some enquiries in relation to the installation of goalpost height restriction barriers on approaches to low bridges. Cambridgeshire County Council are currently looking in the possibility of installing a similar system within the county for preventing low bridge strikes.
Following conversations with Network rail it has been indicated that the goalpost in the Stratford area of London (Network rail ref Carpenters Road LTN1/58 at 3m 56ch). Details of which I have attached.
We believe that the span nearest the goalpost carries the Docklands Light Railway (DLR) so the measures in place would have been arranged by DLR and the highway authority.
I would like to know the following:
1. Who owns the land where the goal post is situated? (Is this within the highway boundary)
2. What the process was to get them installed?
3. Who is responsible for the goal post should a strike take place?
4. Who installed this structure?
Any other information that you have which could assist us with our enquires would be greatly appreciated.

Thank you for your email received on 21 June 2018 asking for information about height restriction barriers on approaches to Carpenters Road LTN1/58 bridge.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked:
- Who owns the land where the goal post is situated? (Is this within the highway boundary) – The land is owned by London Borough
of Newham and is as stated part of the public highway demise.
2. What the process was to get them installed? - Full RIBA Plan of Works processes (Preparation through to Use and aftercare) were followed as part of a design and build contract with full agreement of the London Borough of Newham.
3. Who is responsible for the goal post should a strike take place? – Docklands Light Railway.
4. Who installed this structure? - Docklands Light Railway who project managed the delivery of it.
