Thank you for your email received by us on 24 June 2018 asking for information about Penalty Charge Notices (PCNs).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the the information you require. You asked for:

1. the number of penalty charge notices issued for contravention code 32D (failing to drive in the direction shown by the arrow on a blue sign (proceeding in the wrong direction)) on TFL red routes for each of the last 3 years (2015, 2016, 2017);
2. the top ten locations where penalty charge notices were issued for contravention code 32D on TFL red routes for each of the last 3 years, and the number of penalty charge notices issued for each location in those years;

3. the number of 'ahead only' restricted junctions on TFL Red Routes;

We do not hold this information. However, we have 652 diagram signs deployed on our red route network. Diagram signs are defined as the blue and white arrow signage which depicts the direction of traffic flow.

4. the number of penalty charge notices issued for contravention code 32D in Cromwell Road East BND / Exhibition Road for each of the last 3 years and details of the dates on which the junction has been altered and any reports or analysis carried out by or on behalf of TFL (or its subsidiaries) concerning the effectiveness of such alternations to the junction;

I can advise that this vicinity is managed by the Royal borough of Kensington and Chelsea rather than Transport For London (TfL). 5. the number of appeals against the penalty charge notices referred to immediately above, the grounds on which such appeals were made and the number of successful appeals;

Transport for London issue PCNs when we have reason to believe a contravention occurred. Should a driver believe the PCN was issued incorrectly, they can challenge the PCN. All PCNs are subject to a statutory representations and appeals process and each challenge is considered on a case-by-case basis, including any mitigating circumstances. We have the discretion to cancel a PCN or refund all or part of a PCN payment for any reason, however this would not mean the PCN was issued incorrectly. If a representation is rejected, the driver is within their rights to appeal to an independent adjudicator. Should a driver pay a PCN and later have their representation accepted or appeal allowed, any payment will be refunded. Representations and appeals made as well as their outcomes are detailed below:

6. the number of reported accidents involving motor vehicles and pedestrians or cyclists at Road East BND / Exhibition Road for each of the last 3 years by vehicles turning left down Exhibition Road in contravention of 'ahead only' requirements on Cromwell Road.

At present the latest finalised data available via the London Collision Map is up to 31 December 2016. The Metropolitan Police (MPS) introduced a new system for recording collision in November 2016. The new IT system and self-reporting tool for reporting collisions and injuries has provided TfL with more in-depth data to check and analyse, which we are still working with the MPS to try and resolve. This has led to a delay in processing data for 2017. We hope to complete processing of the 2017 data by September 2018; and the data available in the London Collision Map as well as the website will be updated from that period onwards.
