DISTRIBUTION OF CONTRACTOR OYSTER TO ELIGIBLE ABM STAFF

Hi, It has been more than two months since TFL started distributing Contractor Oyster Cards to ABM staff. However, some staff are yet to receive their free travel cards. These ABM staff feel disadvantaged and discriminated against by TFL and ABM as they have to pay for travel to work while their colleagues have paid nothing for the past two months. The situation is worsened by the lack of communication to these staff who have not received their cards, the reason for the delay. It is on this basis that I humbly request this FOI and i will be grateful if you provide answers to my questions below: 1. How many eligible ABM staff have been issued the contractor pass so far and how many staff are yet to receive their cards? 2. Is there a calendar or schedule for the distribution of Oyster to ABM staff ? 3. When does TFL aim to complete the distribution of cards to eligible ABM staff? 3. Please provide the distribution calendar/schedule if there is one. 4. Did TFL inform ABM managers of the Oyster distribution schedule ? 5. Some ABM staff have still not received their Oyster cards yet, is there an interim solution to help them travel like their colleagues while they wait for TFL to send their Oyster?

Thank you for your request received by Transport for London (TfL) on 11 June 2023 asking for information about the distribution of contractor Oyster to eligible ABM staff.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

1. How many eligible ABM staff have been issued the contractor pass so far and how many staff are yet to receive their cards?  
    2,158 contractor passes have been issued to date, the estimate by ABM was 2,500. Some ABM employees already hold passes linked to TfL such as a nominee pass.

2. Is there a calendar or schedule for the distribution of Oyster to ABM staff ?
    We planned to issue all passes by April 2023, giving ABM a 6 week window to apply from 13 February – 24 March 2023. All applications received in this window were issued prior to the 1 April 2023. We have continued to receive more applications on a weekly basis, these are processed within 2 days.

3. When does TFL aim to complete the distribution of cards to eligible ABM staff?
    All eligible ABM staff who have applied, have been issued.

3. Please provide the  distribution calendar/schedule  if there is one.
    As mentioned above, the plan was to receive and process all applications per week between 13 February to 24 March 2023. Applications that have been received by TfL after this window have been issued within 2 days.

4. Did TFL inform ABM managers of the Oyster distribution schedule ?
Yes

5. Some ABM staff have still not received their Oyster cards yet, is there an interim solution to help them travel like their colleagues while they wait for TFL to send their Oyster?
    No. Without the information needed by TfL from ABM such as a photo, passes cannot be issued.
