You asked

Dear TfL, I am currently working on a dissertation project relating to bus usage in London, and would like to request a dataset of bus passenger counts (boarding and alighting) at all TfL stops, broken down by route and time of day. I am interested in typical usage so figures could be averages or specific counts from a recent, arbitrary non-holiday weekday, whichever is more convenient. The information I am seeking is similar to that previously released by yourselves under FOI-2655-2223, but I was hoping this information could be (a) updated with the most recent available counts, (b) broken down by route and (c) broken down by time of day. Thank you for your request received by Transport for London (TfL) on 5 June 2024 asking for information about bus ridership per stop and route.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.

I can confirm that we are already working on compiling this information for publication on our website. The data we intend to publish contains the number of boarding and alighting bus passengers broken down by bus route, bus stop and time of day, for a representative period of four weeks in November and December 2023 which is free from school holidays and other major disruptions.

We hope this data will be finalised and published within the next 1-2 months, on the webpage http://crowding.data.tfl.gov.uk/.

Therefore in accordance with the FOI Act, TfL is not obliged to supply you with the usage data at this time as it is subject to a statutory exemption to the right of access to information, under Section 22 of the Act. In this instance the exemption has been applied as the information you have requested is intended for future publication.

This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.
