You asked

Dear Transport for London, TFL policy is that all electric scooters are not allowed in your stations. "You are not allowed to ride or carry e-scooters (or e-unicycles) on our public transport network or in stations, even when folded" I have noticed on several occasions that members of the public have been entering and exiting Abbey Wood station via the ticket barriers with e-scooters and the station staff on duty have not stopped them or made any comments to them about e-scooters being banned. 1) Can you please advise if it is the responsibility of the staff on the ticket barriers at Abbey Wood station to implement your policy on e-scooters or is it the responsibility of other station staff? 2) Do you keep records for each TFL station on the number of people who have been refused access/travel for carrying/using an e-scooter?

Thank you for your request received by us on 27 June 2022 asking for information about using electric scooters in stations managed by Transport for London.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You asked:

1 )Can you please advise if it is the responsibility of the staff on the ticket barriers at Abbey Wood station to implement your policy on e-scooters or is it the responsibility of other station staff?
 
Elizabeth line staff at Abbey Wood will engage with customers to remind them of the ban on E scooters on the TfL network. However, station staff are not employed in an enforcement role, and where customers refuse to comply, they are encouraged to call the British Transport Police for assistance. TfL's 500 uniformed enforcement officers and its police partners are also deployed across the transport network ensuring that customers comply.
 
Please note that Southeastern trains and Govia Thameslink Railway services also operate from Abbey Wood station. Both National Rail train operators allow passengers to carry e-scooters on their services. E-scooters are only banned on the TfL Network. 2)Do you keep records for each TFL station on the number of people who have been refused access/travel for carrying/using an e-scooter?
 
We can advise that TfL's Transport Support and Enforcement Officers have the power to enforce byelaws on our network, and since the byelaw was introduced on 13 December 2021, TSEs have recorded 1,415 interactions with customers, where they engaged with customers for using/trying to take an e-scooter onto our services and where necessary, were reported for a byelaw offence. To date, there have been 55 byelaw reports made to TfL's Investigations, Appeals and Prosecution team.
 
Station staff do not record instances where they have engaged with passengers attempting to take an e-scooter on our services.
