I would like to request information on how many people got a congestion penalty on the 5TH March 2021 Between 7:12pm to 9:50pm on Kennington road/Kennington lane. I want information on how many people paid and how people appealed the decision and got it overturned and did not pay.

Thank you for your request received on 14 July 2021 asking for information about Congestion Charge penalties issued for Kennington Road / Kennington Lane.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:

I would like to request information on how many people got a congestion penalty on the 5TH March 2021 Between 7:12pm to 9:50pm on Kennington road/Kennington lane

Our cameras may capture a vehicle multiple times on its journey through the zone, however we only retain the images from one camera site for the purposes of issuing a penalty charge notice (PCN). During this timeframe, 248 PCNs were issued using images from the cameras at this location.

I want information on how many people paid and how people appealed the decision and got it overturned and did not pay.

In order to challenge a penalty the recipient must first submit a representation to us. If the representation is accepted the penalty is cancelled. If we reject the representation the motorist has a further right of appeal to an Independent Adjudicator at London Tribunals.

Of the 248 PCNs issued during this timeframe, we received 142 representations. Of these, 8 were accepted, 103 were rejected and 31 remain open. To date, 166 were paid and 2 were part paid.

Of the 103 rejected representations we received 2 appeals which are both open.
