Clarification of use of Transport for London logo
Under the terms of the FoI Act 2000:
(1) Please provide details, or web links, to Transport for London's managerial procedures that authorise, when requested by third parties:
(a) use of the Transport for London logo (the one with the circle-and-bar to the left, and "Transport for London" on two lines to the right) by THIRD PARTIES, and
(b) any description of Transport for London being a "Direct Stakeholder" or "Stakeholder" in any activity by THIRD PARTIES.
(2) Please provide documentation of the request, and the granting of the request, to use the Transport for London logo on marketing and planning material by a charity called "Camden Highline", or similar associated bodies such as "Camden Town Unlimited", "Euston Town" and "Camden Collective".
This includes material submitted in a London Borough of Camden planning application, 2022/2019/P, where you are also quoted as being a "direct stakeholder".
(3) Please provide documentation of the request, and the granting of the request, for Transport for London to become such a "direct stakeholder", in the context given above.

Thank you for your request received by Transport for London (TfL) on 24 June 2022 asking for information about the use of Transport for London’s logo.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. Your questions and our replies are as follows: (1) Please provide details, or web links, to Transport for London's managerial procedures that authorise, when requested by third parties:
use of the Transport for London logo (the one with the circle-and-bar to the left, and "Transport for London" on two lines to the right) by THIRD PARTIES, and
any description of Transport for London being a "Direct Stakeholder" or "Stakeholder" in any activity by THIRD PARTIES.
The Transport for London (TfL) Advertising and service information standard states the following:
On material produced by third parties, and done in another organisation’s house style, branding may be required to show TfL involvement. Each mode has its own mark that should be used in such circumstances. The marks are all available via the TfL website: tfl.gov.uk/media and requests are reviewed by the corporate design department and require an internal sponsor/approver (as required via the on-line application form for the third party logo/mark).
TfL has no formal description to confirm if Transport for London is considered a ‘direct stakeholder’ by Third Parties. However, TfL should be considered as a stakeholder (either direct or not) when we are impacted either directly or indirectly by a proposal from a third party. When entering into any formal agreement TfL would be deemed as a direct stakeholder.
(2) Please provide documentation of the request, and the granting of the request, to use the Transport for London logo on marketing and planning material by a charity called "Camden Highline", or similar associated bodies such as "Camden Town Unlimited", "Euston Town" and "Camden Collective". We have not received any formal request to use the Transport for London logo and we have not agreed to the use by Camden HighLine (CHL) of the Overground roundel in CHL promotions, advertisements or other materials. If this is requested it would go through the relevant TfL approvals process.
To date, TfL has not submitted anything formally as part of the planning application 2022/2019/P. The only formal correspondence that TfL has sent to the Trust on this subject is the letter attached from Gary Mewis, Head of Operations, London Overground, dated 11 February 2022. This letter does not circumvent the approvals process and should not be construed as an approval to use the Overground branding in any CHL promotional or other material. This is not to say such approval wouldn’t be given, but simply that it hasn’t been requested.
(3) Please provide documentation of the request, and the granting of the request, for Transport for London to become such a "direct stakeholder", in the context given above.
Given our responsibility as operator of London Overground services, we were approached as an identified stakeholder in the Trust’s early work to develop the concept of the Highline. The attached letter confirms TfL’s current position in relation to the Camden Highline project.
Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed from the document attached as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
