London River Services pier charges on the Westminster to Greenwich service

You asked

There are currently three operators on the river Thames who run scheduled services from Westminster Pier to Greenwich Pier these being Thames River Services, City Cruises and Thames Clippers. I would like to know what each operator is charged per call by LRS to use Westminster Pier and Greenwich Pier and how pier charges are calculated by LRS? In addition, I would also like to know if any subsidies/discounts are offered to any of the above operators by LRS and if so the reason why such subsidies /discounts are given?

Thank you for your request received by Transport for London (TfL) on 19 June 2018 asking for information about river service charges.

Your request has been processed in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you requested. You asked:

In accordance with the FOI Act, we are not obliged to supply the requested information as it is subject to a statutory exemption to the right of access to information under section 43(2).

In this instance the exemption has been applied as disclosure of the information you have requested is commercially sensitive. Disclosing details of the pier charges would prejudice our commercial interests as it would be likely to prejudice our future negotiations with boat operators.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. TfL recognises the need for openness and transparency by public authorities, particularly where the use of public assets, but in this instance the public interest in ensuring that TfL is able to obtain the best value for boat services, outweighs the general public interest in increasing transparency of TfL’s processes.
