Thank you for your request received by Transport for London (TfL) on 23 June 2017 asking for information about Crossrail2.


Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we do hold the information you require.


However, please note we are not obliged to provide the requested information as it is subject to a statutory exception to the right of access to information under Regulation 12(4)(d), which provides that a public authority may refuse to disclose information to the extent that the request relates to material which is in the course of completion, to unfinished documents or to incomplete data. The business case is an unfinished document that is subject to change.

This exception is subject to a public interest test, which requires us to assess whether the public interest in applying the exception outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the finalisation of the information, after all relevant factors can be taken into account, rather than the disclosure of information which does not accurately reflect any amendments that might still be made.

Please also be aware that we have applied the same exception to another similar request on this subject and we are currently undertaking an internal review into that response. We will be happy to provide you with a copy of our findings upon the conclusion of that review.
