This joined-up, say 2040 become fully apparent City, will be a new type of London City across borough boundaries at highest population density, which so far only Barnet admits to as actually happening. Given Birmingham's car-free city travel plan and the new transport super-hub (including HS2) at Greater Harlesden Major Town Centre (Old Oak Inner London) OPDC focal to this vast new Great Western City, how are these two city's active travel transport plans being levelled up by TfL overview plans and policies? I'm asking why this 6 borough Great Western City has no TfL car-free travel plan or funding as yet?

Thank you for your request of 12th June 2023 - as clarified on 16th June 2023 - asking for information about the “Transport Plan co-ordination of the 6 boroughs Great Western tenanted car-free towers city”.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

On 16th June 2023 this was clarified as follows:

It is not entirely clear what specific, recorded information you are requesting. However, that said, colleagues in our Planning and Regeneration team have provided the following general information.

TfL is responsible for preparing and implementing the Mayor’s Transport Strategy. We also provide input to the London Plan which sets out the approach to Opportunity Areas in west London where growth will be concentrated. These Opportunity Areas are grouped into two growth corridors centred around transport connections:
 
  • Highspeed 2/Thameslink including Harrow and Wealdstone, Wembley, Colindale/Burnt Oak, Brent Cross/Cricklewood and Old Oak/Park Royal
  • Heathrow/Elizabeth Line west including Heathrow, Hayes, Southall, White City, Earls Court/West Kensington, Great West Corridor, Kensal Canalside and Old Oak/Park Royal

TfL works closely with West London Alliance, Westrans and the boroughs in west London to develop proposals that help to connect all these areas. This includes the West London Orbital rail project connecting Hendon/Brent Cross/Cricklewood/West Hampstead in northwest London to Hounslow in west London. This will not only provide a new rail route with 10 new interchanges but it will also improve access to stations for people walking, cycling or travelling by bus. We are also working closely with West London Alliance, Westrans and the boroughs in planning improvements to outer London bus services such as the Superloop and other routes to help join up communities and development areas.

We are also working with the OPDC and surrounding boroughs to review and update the OPDC transport study which will include proposals for improved bus services, station upgrades and active travel connections in readiness for the introduction of HS2 and Elizabeth line services at Old Oak Common and to support the proposed scale of development at Old Oak and in surrounding Opportunity Areas in west London.

The Grand Union Canal already provides an important corridor for active travel linking west London Opportunity Areas. TfL Strategic Cycling Analysis and Strategic Walking Analysis documents identify routes with the greatest potential to increase cycling and walking including strategic and cross boundary routes. These include high priority cycle routes from Cricklewood to Brentford and Richmond, from Shepherds Bush to Southall and from Shepherds Bush to Wembley which can be taken forward using TfL funding to boroughs and through Travel Plans linked to new development in the Opportunity Areas.

To help to deliver public transport and active travel improvements we explore all available funding options including the Housing Infrastructure Fund and Levelling Up funding from central government, section 106 agreements with developers and the use of the boroughs’ Community Infrastructure Levy.
