Thank you for your request received by Transport for London (TfL) on 24 June 2022 asking for information about motor tricycles and the Congestion Charge.
Your request has been considered in accordance with the requirements of the Freedom of Information and our information access policy. I can confirm that we hold some of the information you require. Your questions and our replies are as follows:
Please provide the legal text giving the exact details of the motor tricycle congestion charge exemption requirement;
To summarise briefly, if you have a motor tricycle which is one metre or less wide, and two metres or less long, it may be eligible for a 100% discount. The discount is subject to registration with us and verification that the vehicle meets the requirements of the discount.
Provide the minutes and notes of all meetings when the removal of the tricycle congestion charge exemption was considered.
The discount has not been removed and therefore we do not hold the information requested.
Provide all expert advice including scientific evidence, technical reports and any other material provided as evidence for the removal of removal of the tricycle congestion charge exemption.

The reason is due to size motor tricycles come in many different sizes and some of these are the same size as a car.
When the Scheme Order was changed to allow motor tricycles a 100% discount it included length and width restriction so as to exclude larger vehicles.
Provide evidence that tricycles increase congestion in Central London more than normal 2-wheel motorcycles, hence making the case to tax them.
We do not hold this information specifically on congestion caused by motorbikes as compared to tricycles.
