Thanks for this email and apologies for my procrastinated response. I would like to know how many Congestion charge penalty notices were issued before, during and after the works were carried out on Vauxhall bridge Road.
As i feel TFL is consciously making people go into the Congestion Zone with road works and diverting traffic (Which would not normally go into Traffic and now fining them for not paying the congestion charge fo following TFL diverted traffic instructions.

Thank you for your request received by Transport for London (TfL) on 9 July 2021 asking for information about Congestion Charging.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.
Unfortunately we do not hold the information you require. We are not aware of which roadworks you are referring to or the timeframe you are requesting ‘before, during and after the works’. More importantly, our records do not specify why a PCN has been issued – it only shows that no daily charge has been paid. We would only be able to provide information by location if you could provide a specific one, and this would only show the number of PCNs issued by a specific camera for vehicles captured which did not pay the charge - some of those may have intended to drive in the zone
If an official diversion route into the Congestion Charge zone is followed, no PCN should be issued and no charge is expected to be paid for the day. Therefore if you have received a PCN due to being diverted into the zone due to roadworks, please contact our Road User Charging team at [email protected]
