You asked

I therefore request under the Freedom of Information Act to be provided with all relevant data pertaining to TFLs decision to introduce the ULEZ. Please provide details of what meetings where held, by whom as well as dates and minutes, when the consultation process was done and by whom, all scientific evidence towards the claim that this will save lives by improving air quality and any other information regarding the implementation and expansion of said Zone. I also request to know if the ULEZ cameras that have been installed have facial recognition capabilities.

Thank you for your request received by Transport for London (TfL) on 23 May 2023 asking for information about the ULEZ scheme.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.  I can confirm we do hold the information you require. You asked for the following:
 
It has become evident that the Mayor of London might be taking instructions from the World Economic Forum and its masters and ignored all protocol when expanding the ULEZ zone across London because he has a different agenda to the one claimed. Given the claims of the appeal lodged by several London Boroughs I believe that there may have also been some not so lawful actions on the part of the Mayor’s Office and subsequently TFL when they first introduced the ULEZ Zone as well as with the first expansion in 2022.

I also request to know if the ULEZ cameras that have been installed have facial recognition capabilities.
 
TfL has not used live facial recognition technology in the past nor do we use it at present, and there are no current plans to do so in future. As our website states, we use Automatic Number Plate Recognition (ANPR) cameras, which operate 24 hours a day. They capture information whenever a vehicle travels within the Road User Charging zone. This includes an alpha-numeric 'read' of a Vehicle Registration Mark (VRM) and photographic (still) images of a vehicle. Our IT system checks whether the appropriate road user charge is applicable and has been paid for that particular vehicle, or if it is eligible for a discount or exemption. Once we have verified that no charge is applicable or the appropriate charge has been paid or a discount/exemption applies, the images are deleted. https://tfl.gov.uk/corporate/privacy-and-cookies/road-user-charging
