You asked
I wish to obtain further information regarding my recent FOI request: 0404-2223
1. £3.8m is allocated to 'Cycleway 4 London Bridge to Greenwich'. This scheme is being delivered in sections. Can you confirm whether this money will be spent on completing the Lower Road section (the last missing part) of the cycleway?
2. £5.3m is allocated to 'Cycleway 9 East Kensington Olympia to Brentford'. This scheme is being delivered in sections. Can you confirm where on the scheme the money will be spent? For example, will it be spent constructing the missing parts of the cycleway (e.g. west of Kew Bridge and east of Hammersmith Broadway)?
3. £0.3m is allocated to 'Cycleway 34 (CS10) Wood Lane to Notting Hill Gate'. Can you confirm if the construction of this scheme is now funded?
4. £1.4m is allocated to 'Cycleway 23 Lea Bridge to Dalston'. This scheme is being delivered in sections (with part of the Millfields Park section almost complete). Can you confirm whether the money will be spent on the construction of Clapton Roundabout and the sections west of that?

The £3.8m funding allocation to 'Cycleway 4 London Bridge to Greenwich' in the fourth funding period (25 February – 24 June 2022) is to complete the remaining construction works on the Evelyn Street and Creek Road sections of this route. It is not for the Lower Road section, although a separate allocation to this was made through the Cycle Network Development programme.
The £5.3m funding allocation to 'Cycleway 9 East Kensington Olympia to Brentford' in the fourth funding period (25 February – 24 June 2022) is to complete the remaining construction works on the Hammersmith Gyratory and part of Chiswick High Road (Goldhawk Road to Chiswick Lane) sections of this route. It will also be used to start construction on the remainder of the Chiswick High Road (Chiswick Lane to Heathfield Terrace) section.
The £0.3m funding allocation to 'Cycleway 34 (CS10) Wood Lane to Notting Hill Gate' in the fourth funding period (25 February – 24 June 2022) is to continue design work on the section between Wood Lane and Shepherd’s Bush. Further funding is required for detailed design and construction of this section.
The £1.4m funding allocation to 'Cycleway 23 Lea Bridge to Dalston' in the fourth funding period (25 February – 24 June 2022) is to complete the remaining construction works on the Millfields Park section of this route and to complete the detailed design for the Lea Bridge Roundabout section.

£1.2m is allocated to 'Cycleway Network Development (CND) Borough'. Can you confirm which unbuilt/partially built cycleway schemes this money will confirm the construction of?
£6.1m is allocated to 'Local Implementation Plan (LIP) Funded Corridors'. Can you confirm which unbuilt/partially built cycleway schemes this money will confirm the construction of?
£4.7m is allocated to 'London Streetspace Programme (LSP) - TfL led'. Can you provide a breakdown on where this money will be spent?
£12.1m is allocated to 'Old Street Roundabout'. Can you provide a breakdown of where this money will be spent on the scheme?
1. Of the £1.2m allocated to the CND Programme the below schemes will have construction funding:
Southwark
Lower Road partial Implementation cost
£500,000
Richmond
Strawberry Vale partial Implementation cost
£100,000
Westminster
Vigo St 2-way implementation
£40,000
2. In terms of LIP Corridors, this funding is allocated to boroughs from an approved list of proposed schemes, covering multiple Healthy Streets and Vision Zero outcomes, and it is possible that the funded schemes being taken forward within that list will change, if the borough requests a change and it is approved. This can arise from a range of reasons, including pausing (rather than abandoning) the original selection. Currently the only cycleway schemes (not necessarily designated TfL Cycleways) we are funding are some of the temporary to permanent schemes remaining from the London Streetspace Programme (LSP). Boroughs with temporary or experimental schemes have been provided with an allocation of £10k per scheme to transition them to permanent traffic orders and safeguard the benefits of these schemes. Movement to permanent materials and upgrades to schemes will be considered for funding later in the year when further TfL funding will hopefully be available. Each of these schemes has been allocated £10k :

3. The £4.7m allocated to London Streetspace Programme (LSP) covers funded commitments from 24 February 2022 (4th Funding Period) as identified below:
TfL staff supporting project delivery
Detailed Design and Construction work for new schemes or alterations to existing schemes (this includes full or partial scheme removal in some instances) at: Mansell Street, A23 Oval to Streatham, C4 Extension – Greenwich to Woolwich, Waterloo Road, CS8 Upgrade North, Park Lane, A21 Lewisham to Catford, Brixton Town Centre, Victoria, and Euston Road
For continuing or commencing the Detailed Design for new schemes or alterations to existing schemes at: Hampstead Road, Borough High Street, Bishopsgate, Sheen Lane, CS7 Upgrade, and Cycleway 50
A risk allocation held at 15% within the funding period
Manual Monitoring & Data Counts for live schemes
Public consultation for Experimental schemes at: Mansell Street, A21 Lewisham to Catford, CS8 Upgrade North, and Bishopsgate
4. The £12.1m will be spent on the scheme currently on site at Old Street Junction. The project is running over multiple years and multiple workstreams. We don’t hold a detailed breakdown of where this will be spent on the scheme specifically as there are multiple workstreams running concurrently and disaggregating the funding within a single year to isolate specific activities is not how the project manages its accounts. However these workstreams include works at several locations on the highway, works on the station entrance and below ground structures, lifts, electrical, mechanical and communications equipment, alongside utility works both within the highway and the sub-surface structures.
0697-2223 I would like to obtain information regarding the delivery of Beam Parkway (linear park, including segregated cycle tracks). On 20/10/2021, you responded to an FOI request I made (1369-2122) about Beam Parkway. You stated: ‘We managed to secure funding in this latest DfT settlement period, so contracts are currently being finalised while detailed design completes and it’s hoped that work will start in the next calendar year.’Can you inform me whether a start date for construction has now been finalised? After confirming funding availability to LB Havering, officers were on the cusp of awarding the construction contract when their commercial negotiations stalled - meaning they were in the position of needing to retender the construction contract. While this issue was being worked through, government funding cuts meant that the future of the new Beam Parkway station was uncertain, affecting the build out of associated housing and development. This meant LB Havering could not move the project forward as quickly as they hoped to, and consequently the TfL part of the funding previously ring-fenced for this project was released to other pressing active travel schemes that were able to deliver in-year. We hope to continue working with LB Havering on the future timing and viability of their Beam Parkway project, taking account of the wider related developments in the area.
0698-2223 I would like to obtain information regarding the delivery of the Sutton to Colliers Wood Cycleway. On 20/10/2021, you responded to an FOI request I made (1395-2122) about the Cycleway. It stated: ‘We are working with the borough to focus on delivering the section through the Morden Hall Park to coordinate with National Trust maintenance needs. The first part of this was delivered at the start of summer. The remaining section of path through Morden Hall Park is planned to be delivered later this financial year. The small bridge over the brook by the DLR line is being designed and will be brought forward as soon as possible, which will complete the National Trust section. The Quietway section from Morden Hall Park to Merantun Way is currently being developed and its implementation is subject to identifying the required funding.’ I have two questions regarding this: - I know that the Phipps Bridge to Morden Hall (National Trust) section is funded (this was confirmed in FOI: 2382-2122). Is there a date confirmed for when construction on this section will begin? - Is the section from Morden Hall Park to Merantun Way now funded, and if so, is there a date confirmed for when construction will begin? With regard to the section between Phipps Bridge and Morden Hall, we do not have a firm construction date at the moment but we are liaising closely with both the London Borough of Merton and the National Trust to bring this to fruition as soon as we can. The section running north from Morden Hall Park to Merantun Way has been designed. Funding has neither been bid by the borough nor allocated as we had to prioritise the National Trust park section. We remain supportive of this section being delivered and creating a cycle route though Colliers Wood and beyond.
This route has not been allocated a Cycleway number at the current time.
0699-2223 I would like to obtain information regarding the delivery of Cycleway 1, Ponders End to A110/A1010 Junction.I know that this section of cycleway is funded (foi: 2382-2122). Can you therefore confirm when construction will begin? TfL is working in partnership with LB Enfield to deliver an integrated cycle network that connects across London. Construction of the cycle scheme between Ponders End Park and the A110/A1010 junction (which includes Ponders End High Street) has already commenced. In our regular engagement with the LB Enfield’s project team, it is our understanding that the construction works will be complete by September this year, subject to their contractor’s access to materials which is still recovering from the disruption to supply chains.
0700-2223 I would like to obtain information regarding the delivery of the section of Cycleway 42 between Barking to Ilford. I know that this section of cycleway is funded (foi: 2382-2122). Can you therefore confirm when construction on this part of C42 will begin? The planned extents of C42 are to connect Ilford to Barking Riverside, and we previously advised that we were working with our Borough partners to construct this route as part of their Active Travel Fund Tranche 2 allocation and that the scheme, along with others, are subject to Borough decision making processes to start on site.
The design and construction work currently underway is for the section of C42 between Barking and Barking Riverside, and we are continuing to work with London Borough of Barking and Dagenham in their efforts to complete this within this Tranche. At this time we don’t have a planned construction schedule for the section between Ilford and Barking but we remain committed to completing C42 in its entirety.
0701-2223 I would like to obtain information regarding the delivery of Cycleway 18. I know that the whole cycleway is funded (foi: 2382-2122) and that the section between Kent House and Lower Sydenham is partially complete. I would like to know two things: - When will (or what is the target date for) the Kent House to Lower Sydenham section be fully complete with signage? - Is there a date confirmed for when construction will begin on the sections north of Lower Sydenham? -The construction works on the funded schemes that form part of the Lower Sydenham to Kent House cycleway route (Cycleway 18) are substantially complete with only minor snagging that needs to be rectified. Work on the design of the signage for this section of the route has been commissioned but there is no date at the moment for when this will be completed or installed.
-The works to the north of Lower Sydenham station fall under the boroughs of Lewisham and Greenwich. There are currently no dates for when these schemes will be constructed.
