Our ref: FOI-0678-1718/GH

Thank you for your request received by Transport for London (TfL) on 14 June 2017 asking for data from the Travel in London - Report 9 for Highgate London N6.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require, however to provide all of the data in the Travel in London Report 9 workbook at the N6 district level would raise a number of issues.

Firstly the workbook contains lots of data from sources other than London Travel Demand Survey (LTDS) which aren’t available at the N6 level.

Secondly, much of the LTDS analysis in the Travel in London 9 report would not be statistically robust using the N6 boundary due to small sample sizes.

Lastly, separating out the data, where held, for the N6 area would take an excessive amount of time, which would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit.

That said, there are alternatives which we can offer, if these would be useful to you:

  1. We could provide a copy of our external LTDS database which includes the data at postcode district level (e.g. N6), however the data is supplied in Microsoft Access and isn’t easy to interrogate unless you are fairly experienced in Access.

  2. We could provide some basic summary statistics about trips by residents of N6 or trips starting or finishing in N6, e.g. mode share, journey purpose etc. These would be in 3 year rolling averages to boost the sample size.

  3. If there are a couple of specific charts in the workbook that are of interest, we could try to reproduce them at the N6 level if appropriate given sample sizes.

If you would like us to proceed with any of these options, please let me know.

If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.

Yours sincerely
