ULEZ - Paying when not Required

Request ID: FOI-0677-2425
Date published: 10 June 2024

You asked

Hi, I’m finding the signage quite small and easy to miss, leading us to potentially pay the fee, even though we may not have breached. Are you able to confirm please the number of vehicles who’ve paid the fee, even though they haven’t actually been picked up by a camera? What is this as a percentage of all payments?

We answered

TfL Ref: FOI-0677-2425

Thank you for your request received by Transport for London (TfL) on 27th May 2024 asking for information about ULEZ charges.

Your request has been considered in accordance with the requirements of the Freedom of Information Act / Environmental Information Regulations and our information access policy.

Specifically you asked:

ULEZ - Paying when not Required:

I’m finding the signage quite small and easy to miss, leading us to potentially pay the fee, even though we may not have breached.

Are you able to confirm please the number of vehicles who’ve paid the fee, even though they haven’t actually been picked up by a camera? What is this as a percentage of all payments?”.

I am afraid that TfL does not hold the requested information. If a customer pays the charge and travels in the zone then the image that was taken of the vehicle registration in the zone is identified and deleted. If they pay the charge and do not go in the zone for that day we would not know that was the case unless they contacted us telling us so. Note that we do not usually offer refunds if a payment is made in error as there is a wealth of information on the TfL website about how to make payments and a postcode checker and map of the zone (see here: https://tfl.gov.uk/modes/driving/ultra-low-emission-zone/ulez-where-and-when?intcmp=52227) enabling drivers to check their journeys. Note that drivers are able to check after their journey and have three days to make a payment if they did drive in the zone (see here: https://tfl.gov.uk/modes/driving/pay-to-drive-in-london).

Please see the attached information sheet for details of your right to appeal.

Yours sincerely,
