Can you please ask the Licensing department to provide up to date information they have where it has been recorded electronically on the following as an Excel spreadsheet.
1. Trading Name and License no (already received) – Essential.
2. Postcodes – Essential.
3. Business Telephone no’s and Business Email addresses. – Essential. If electronically available.
4. Addresses – These would be helpful but not essential if Postcodes can be provided.
5. License expiry date – Useful if possible, but not essential.
6. APP Details - Not necessary.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:

Please find some of the requested information, which you specified was essential, attached.
Please note a lot of the private hire operators are sole traders and their email addresses and phone numbers are personal. Furthermore, the contact details they provide to us don’t form part of the licensing requirement. The contact details are used by TfL to communicate with the operators.
Therefore, we consider that this information constitutes the operators’ personal data. We are withholding the email addresses and phone numbers under Section 40 of the Freedom of Information Act. Disclosure of this personal information could be a breach of the Data Protection legislation, specifically the first principle of the legislation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individual has no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
