ULEZ
Request ID: FOI-0671-1819
Date published: 10 July 2018
You asked
Can you please tell me what emissions you are measuring and what the specified levels are regarding the ULEZ , you have a transparency policy but nowhere can I find anything regarding how much of what my car can put out in exhaust emissions before I have to pay the charge. It says it will be based on declared levels. I have a euro 6 car but on comparing the manufacturers emission levels they are more than another type of car also declared a euro 6, when I have looked at an emission print out for my car it is nothing like what the manufacturer states it should be so I would like to know what you are measuring them against.
I would like to request under the freedom of information act how many letters you sent out to the se3 and se9 postcodes within a mile of the proposed zone and how many replies you have received.
We answered
Dear
TfL Ref: FOI-0671-1819
Thank you for your email received by Transport for London (TfL) on 13 June 2018.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we do hold the information you require. You asked:

From 8 April 2019 the ULEZ scheme will operate 24 hours a day, 7 days a week within the same area as the current Congestion Charge zone. From inception of the ULEZ scheme the following vehicles will all pay a daily charge of £12.50 to drive in central London as well as the Congestion Charge if the vehicle does not meet the following emission standards:
- Motorbikes that do not meet Euro 3 standards
- Petrol cars and vans that do not meet Euro 4 standards
- Diesel cars and vans that do not meet Euro 6 standards
- Lorries, buses and coaches that do not meet the Euro VI standards.
Our online ULEZ compliance checker (tfl.gov.uk/modes/driving/ultra-low-emission-zone) primarily uses the year of a vehicle’s registration, as recorded by the DVLA, to ascertain whether a vehicle is subject to the daily charge in line with the standards set by the European Union. Furthermore, this tool establishes compliance based on the below:
- Vehicle Registration Mark
- Vehicle identification Number
- Euro standard the vehicle was manufactured to
- Fuel type
- Nitrogen Oxides (NOx) value
- Particulate Matter (PM) value (if diesel)
Also I haven’t found anyone yet along the south circular in se9 and 3 who received a letter re the ULEZ, I live within a mile of it and I haven’t got anything, I would like to request under the freedom of information act how many letters you sent out to the se3 and se9 postcodes within a mile of the proposed zone and how many replies you have received.
The below tables detail the number of letters issued to each postcode and the amount of responses we received in relation to our consultation from each postcode.
