Under the FOI Act 2004, can you tell me (1) how many employees at Transport for London have Honours Degree Level qualifications in Civil Engineering Design and are a Band 1 and (2) how many employees have been kept as a Band 1 for 10 years by blocking their opportunities and advancement within the organisation?

Thank you for your request received by Transport for London (TfL) on 30th May 2023 asking for information about staff with degree level civil engineering qualifications.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:
“Under the FOI Act 2004, can you tell me (1) how many employees at Transport for London have Honours Degree Level qualifications in Civil Engineering Design and are a Band 1 and (2) how many employees have been kept as a Band 1 for 10 years by blocking their opportunities and advancement within the organisation?”
In answer to your first question, TfL does not hold the requested information. This is not information that is required to be submitted by employees, and we therefore do not hold the necessary records to answer the question. If a professional qualification or degree is a requirement of a role, that is checked by the employing manager at the time of recruitment.
In answer to your second question, TfL does not have a policy of “blocking...opportunities and advancement within the organisation”. If you would like to know how many employees have been working at Band 1 level for 10 years or more, then that is a question we would be able to answer. Please let me know if that is information you would like and we can address it as a new request.
