Projection of numbers of cyclists along Quietway 7

You asked

Many residents in West Norwood have opposed the routing of Quietway 7 on the grounds that the route will not prove sufficiently attractive to cyclists to justify £1 million which TfL giving to Lambeth Council for the necessary roadworks... The transition through Paxton Green/ Hamilton Road/Clive Rd is tortuous and narrow, and the length of Turney Road will see little improvement. The advisory cycle lane along Rosendale Road will bring little additional benefit to cyclists. It appears that Lambeth is about to start the work despite the many objections made by local residents and businesses. In order to judge the merits of the scheme I would like to know a) what is the estimate of the number on cyclists or cycle journeys currently being made, and b) what was the projected number say 5 years hence which was included in the assessment of the value for money of the scheme The best point of measurement is where Rosendale Road crosses the South Circular

Thank you for your request received on 11 June 2018 asking for information about the projection of numbers of cyclists along Quietway 7.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we do hold the information you require. You asked:

a) what is the estimate of the number on cyclists or cycle journeys currently being made, and

Figures from cycle counts conducted along Turney Road and Rosendale Road in Autumn 2017 can be found in the attached document ‘Quietway 7 cycle counts 2017 results’, including details of the locations of the count sites. 

The counts are based on two days surveying in September between 6am-10pm. This gives us a representation of an average day.

b) What was the projected number say 5 years hence which was included in the assessment of the value for money of the scheme

The projected demand analysis conducted was for the entire Quietway 7 route as a whole. In 2015, it was noted that the proposed impact of Quietway 7 could increase cycling trips by 3,000 a day to 16,000 trips as Quietways are designed to make cycling more attractive by providing a continuous cycling route along less-busy backstreets. All Quietways are clearly marked with purple signs to help cyclists find their way along roads they may never have cycled along before. The routes are ideal for people who are new to cycling, as well as people who want to cycle on quieter streets.

The demand analysis methodology has two main components:

• A detailed analysis using the 2010 London Travel Demand Survey (LTDS) to identify trips with origins and destinations close to the Quietway route alignments that are currently cycled, and trips with origins and destinations close to the Quietway alignments that could be cycled but currently used by a mechanised mode.
• Demand analysis to estimate the proportion of the potential market that will be realised. This proportion is then applied to the potential market number from the LTDS analysis.
