You asked

We are currently working on a bill that would strengthen our public transportation system’s corporate governance and regulate how passenger fares are determined. For this, we would really appreciate if you could share with our office how do you determine passenger fares, so we can use this input to the comparative analysis we are performing for this project. We would also like to know if you have a document you could share with us about your corporate governance. We are very pleased to communicate with you and thank you in advanced for your kindness.

Thank you for your request received by Transport for London (TfL) on 30 May 2019 asking for information about our fares and our corporate governance.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.  I can confirm we the information you require.

Please see attached which gives a basic overview of fares in London.  In summary, fares policy is determined by the Mayor, with the exception of Travel cards and pay as you go (PAYG) caps, which are subject to government fares regulation. In recent years fares regulation has meant that regulated fares increase in line with RPI inflation.
