I wish to request the most up-to-date information regarding the passenger numbers for Central London Buses and service supply. I would like to find out the average demand for each Central London Bus, on a weekly hour-by-hour basis. i.e: The number of passengers using the Bus 38 between 12.00 and 13.00 on a Tuesday is... The number of passengers using the Bus 17 between 19.00 and 20.00 on a Friday is... etc... The specific buses that I hope to get information (buses in zone1): c1,c2,c3,c10, 1,2,3,4,6,7,8,9, 10,11,12,13,14,15,16,17,18,19, 21,22,23,24,25,26,27,28,29, 30,31,35,36,38, 40,42,43,44,45,46,47,48,49, 52,53,55,56,59, 63,68, 70,73,74,76,77,78, 87,88, 91,94,98, 100, 113, 133,134,135,137,139, 141,148,149, 156,159, 168, 170,172,176, 187,188,189, 196 205, 211,228, 242,243, 274, 316,319, 328, 332,333, 341,343,344,345,360,381,388, 390, 414, 430, 452,453,476, 507, 521 That's a lot. They are buses in zone 1, so if you have data of buses in zone 1 or central London, it would also be great (the sequence does not matter). Or if you can provide data of all the buses in London, I can sort out myself. Besides, I would like the data to be as up-to-date as possible, and be broken down by Line, Day and hour.

Thank you for your email received by Transport for London (TfL) on 11 June 2018.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.

Unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

We have estimated that it would cost £750 to provide a response to your current request. This is because it is estimated that it would take at least 30 working hours to retrieve and compile the information you have requested.

We would need to manually review each route’s Oyster data, which would need to be extracted for each day of the week, to compile the information you require. Every route would then need to be scaled up to also include data for passengers who don’t you Oyster cards. Therefore to provide a response to your current request would be a burdensome task.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by Transport for London. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for. You might also consider limiting your request to a particular period of time, geographical area or specific departments of TfL.

Although your request can take the form of a question, rather than a request for specific documents, TfL does not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.

Please note that we will not be taking further action until we receive your revised request.
