I herewith request information under FOI in relations to payments made by Cappagh Contractors Construction (London) limited in relation to street works charges incurred. Thank you for your request received by Transport for London (TfL) on 24th June 2021 asking for copies of various invoices and remittances.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

I am afraid that it is not possible to source the requested information within the costs limit for responding to FOI cases, as set out under section 12 of the Freedom of Information Act. Under section 12, TfL is not required to provide information if it would cost more than £450 to determine if it is held, and to then locate, retrieve or extract that information from elsewhere. This is calculated at a rate of £25 per hour, equivalent to 18 hours work. In this case you are requesting information relating to over 800 separate items going back as far as 2012. Colleagues in our Collections and Cash Management team have noted that most of the transactions you have listed have no invoice number referenced - instead, most only have a job number. To link each of these back to an invoice would be a massive undertaking. While it is difficult to say exactly how long this would take, colleagues suggest it would far exceed the costs limit.

In order to bring your request within the costs limit you may wish to reframe and narrow its scope, to focus on those items which are of particular importance. If possible, you should provide invoice numbers. If you are considering resubmitting a refined request, note that colleagues in Collections and Cash Management suggested that to address the number listed above may have taken weeks if not months of work. Therefore, to respond positively to such a request within the costs limit, it would have to be vastly scaled back.
