Thank you for your request received by Transport for London (TfL) on 28 June 2021, asking for information about Mobile Telephony services.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked:
    1. How many employees are at your organisation?

TfL employs in the region of 27,000 staff.
 
    1. How many mobile phone and mobile broadband (data only) connections do you currently have?

We have 29,000 connections.
 
    1. What is the split between mobile phone and mobile broadband connections

Approximately 50/50.
 
    1. Who is your mobile phone network provider?

Telefonica (O2).
 
    1. Did you switch providers on your last renewal?

No.
    1. Please provide a monthly breakdown of your total mobile phone contract costs for the past 12 months, and state whether VAT has been included in the numbers given.  

The average monthly spend on airtime is £406,000. VAT is not included.
 
    1. Does your contract include a hardware, tech or transformation fund?

Yes.
 
    1. If the answer to question 7 is yes, what was the value of the fund upon the signing of the current contract?

In accordance with the FOI Act, we are not obliged to supply this information as it is subject to a statutory exemption to the right of access to information under section 43(2) – Commercial Interests.  
In this instance the section 43(2) exemption has been applied as disclosure would be likely to prejudice Telefonica O2’s commercial interests and jeopardise their commercial modelling. Disclosing this information could enable competitors to construct what their commercial modelling might look like and prejudice their ability to compete for tendering opportunities with TfL and other companies in the future, as their competitive edge would inevitably be affected.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognises the need for openness and transparency by public authorities but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.
