Request contact details of office with power to make decision to change oyster system behaviour

You asked

Request that the name and contact details (including direct postal address, direct email address, and direct telephone number) of the offices (job descriptions) and the names of the people currently holding such offices at Transport for London with the power to make the following decision be provided: To change the oyster system such that: - upon a request containing only the full oyster card number (as printed on the back of the oyster card) by anybody of an unregistered adult oyster card - or upon a request containing only the full oyster card number (as printed on the back of the oyster card) by the registered cardholder of a registered adult oyster card - that that oyster card be made unable to be cancelled at all cash oyster vending machines - and that any deposit made on that oyster card be thereby forfeited - with the aim of removing the incentive for people to steal oyster cards in order to cancel them at cash oyster vending machines to obtain the credit and any deposit as cash at the expense of the rightful cardholder - and with the aim of removing the incentive for a recipient of a gift of oyster card with credit to cancel the oyster card at cash oyster vending machines to obtain the credit and any deposit as cash to use for purposes other than travel with transport network operators participating in the oyster network within the oyster zones. - note that this does not conflict with the existing auto-top-up feature as auto-top-up can be deactivated in the event that an uncancellable oyster card be lost or stolen because an oyster card must be registered to have auto-top-up enabled. This is in reference to Transport for London case 10343983, the status of which anybody may enquire. Amending this request.
