Thank you for your requests received by Transport for London (TfL) on 15 and 26 June 2022 asking for information about the Elizabeth line Working TimeTables (WTTs).
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.

We have a contract with Network Rail (NR) to formally publish our timetables as part of the National Timetable process

The current Paddington and Heathrow services are covered under Book PA01 (see https://sacuksprodnrdigital0001.blob.core.windows.net/working-timetable/WTT/01.%20WTT%20May%202022%20-%20December%202022/PA/PA01.pdf),  with Reading services from Heathrow Airport Junction covered in Book PA02(see https://sacuksprodnrdigital0001.blob.core.windows.net/working-timetable/WTT/01.%20WTT%20May%202022%20-%20December%202022/PA/PA02.pdf) and finally Liverpool Street – Shenfield services located entirely in Book LA01 (see https://sacuksprodnrdigital0001.blob.core.windows.net/working-timetable/WTT/01.%20WTT%20May%202022%20-%20December%202022/LA/LA01.pdf).  Note this is no material change from the TfL Rail West and TfL Rail East services previously published.

In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.

At present, the Elizabeth Line Central Operating Section (COS) is not yet published on the Network Rail online Working TimeTables however this should be updated in due course by Network Rail.

Therefore in accordance with the FOI Act, TfL is not obliged to supply you with the information you have requested as it is subject to a statutory exemption to the right of access to information, under Section 22 of the Act. In this instance the exemption has been applied as some of the information you have requested is intended for future publication.

This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.
