You asked

Please could you tell me if you are responsible for taking the 4 bike racks away from 1 Holcomb Road, Holcomb Market, London N17. They were well used and if you did take them away, could you say; 1) How was that decision made and by whom? 2) When was it made? 3) Are you planning to replace them and erecting them elsewhere close by 4) If there are no plans to replace them, why not ?

Thank you for your request received by Transport for London (TfL) on 28 June 2021 asking for information about the removal of four bike racks from 1 Holcomb Road, N17.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. Your questions and our replies are as follows:

1) How was that decision made and by whom? The decision was made at a meeting, held on the 20th April 2021, organised by Haringey Council and the MPS where TfL officers attended. At this meeting, issues around Holcombe Market were discussed, which included anti-social behaviour, including drug dealing and drug use, large gatherings, aggressive begging and street drinking.
2) When was it made? It was agreed at the meeting that TfL would ask our contractor to remove the stands within 6 weeks.
3) Are you planning to replace them and erecting them elsewhere close by? Yes - Haringey Council are going to recommend an alternative site, which we will then review with both internal and external stakeholder’s prior to installing. The footways are fairly tight along this section, so an area needs to be found that can physically accommodate the bike racks.
4) If there are no plans to replace them, why not? N/A
